Tri-State Rugby Conference Championships Venue 2016

On Sunday, November 6th, 2016 the Tri-State Rugby Conference held the Fall Championships at Siena College in Loudonville, New York.

  1. Thanks to Siena College & the Referee Societies

Special thanks are due to the Siena College Men & Women who hosted the teams in the finals on their new rugby field. They did a wonderful job and everything ran smoothly. It was particularly pleasing to see and talk with Siena’s Club Sports Director Karen Keis, who was hands-on helping out and very supportive. In addition, the Siena coaches Dmitri Zagorevski and Rich Scully deserve our thanks for a well-run event. In addition, the Conference was well served by the NY Rugby Referees Society headed up by John Percy Neidzielski as well as the Rugby Referees Society of NY. Games were covered professionally with a referee and ARs running touch, so thank you to these two societies for their officiating.

  1. Congratulations to Tri-State Rugby Conference

Champions & Runners-up Fall 2016

Men’s Division II Championship (USA Rugby DII Men)

Sacred Heart University Men 32 v 12 William Paterson University Men

Sacred Heart University Men advanced to represent the Tri-State Conference in the USA Rugby National Championship Round of 16 in the South Region and faced the Southern Conference Champion, Furman University, at Furman University in Greenville, SC on Saturday November 19th, 2016. Furman won 68-31 and went on to finish runner-up to the University of Wisconsin-Whitewater. Sacred Heart did finish the fall on a winning note defeating Southern Connecticut 48-30 in the Round of 16 consolation game.

Women’s Division II Championship (USA Rugby DII Women)

Vassar College Women 46 v 10 University at Albany Women

The Vassar College Women took on the Albany Women in a very physical match-up. Despite a lead of 31-0 at the half Albany battled throughout and a 15-10 second half was credit to their spirit and determination. Both teams advanced to the USA Rugby Round of 32 with Vassar hosting SUNY-Geneseo on Saturday November 12th, 2016 at 1:00 pm and Albany traveling to take on NESCAC winner Colby College the same day in Maine. Vassar would go on to defeat SUNY-Geneseo while U. at Albany defeated Colby. It put both teams in the Northeast Region and when Vassar beat the University of Vermont it set-up a re-match because U. at Albany beat Buffalo State. Vassar prevailed in the regional and went to the Fall Final 4 where they lost in the semifinal to Davenport University but defeated the U.S. Coast Guard Academy to finish third.

Women’s Division II Conference 3rd/4th place Playoff

Rensselaer Polytechnic Institute Women 29 v 17 Siena College Women

The RPI Engineers advanced to the USA Rugby Round of 32 as the third placed Tri-State Conference team earning an At-Large bid. They took on Buffalo State University in Buffalo on Saturday November 12, 2016 but the western most NY State school prevailed.

Men’s Central Division Championship (NSCRO Champions Cup Men)

SUNY-New Paltz Men 55 v 13 Vassar College Men

SUNY-New Paltz Men opened up a 22-8 lead by halftime of the final and then dominated the second 40 minutes brushing aside the Vassar College Brewers. SUNY-New Paltz advanced to the NSCRO Playoffs held on Saturday and Sunday November 19 & 20, 2016 at Eastern Connecticut State University where they faced the University of Maine-Orono (the New England Conference Champion). The Hawks went down 89-7 and finished the fall losing to SUNY-Plattsburgh 46-31.

Special mention: It was a fall that saw the return of SUNY-Maritime Men and SUNY-Binghamton Women to the rugby fields. New teams also joined the Conference with Monroe College Men Manhattanville College Women and Long Island University-Post all doing well.

  1. Fall 2017 Conference Structure & Schedule MEN – Option I agreed

Review, discuss, and vote.

The single most influential factor that affects the conference competition structure is the number of weekends available for play prior to the USA Rugby first playoff weekend. We then have to weigh the number of teams we have and decide if we want to have 3, 2, 1 or no rounds of conference playoffs. Historically, we have had 2 or 3 rounds of playoffs based on the fact that teams want the opportunity to qualify for post-season and early season results may not be reflective of the strength of a team come the conclusion of regular season play.

There is a possibility of adding USMMA and SUNY Binghamton to the Conference.

Division II Men

Option 1: Same as Fall 2016 but venues reversed – Div. II has a North & South Division of 6 teams each – Games start on the second weekend in September (Sept 9 & 10).

Option 2: If we add USMMA (S) and/or SUNY-Binghamton (N) we need 7 weekends of regular season play so we would need to drop the quarterfinal option and have that weekend for the additional regular season game – the top 4 teams advance N1 v S2 and S1 v N2. Play consolation rounds (Quarters: N3 v S6, S4 v N5, S3 v N6, N4 v S5 followed by semis and a final.)

  1. Fall 2017 Conference Structure & Schedule WOMEN – Option I agreed

Last year we implemented a tiered divisional structure that allowed teams to play opponents closest to their strength. However, Fordham and Montclair State had a difficult time and may want to move to the Developmental Division. In addition, the results of the previous Fall had dictated the divisional set-up so given the Fall 2016 results RPI would move to the top 6 and Hofstra would move down. LIU-Post may want to play at DII. There is a possibility of WPU and NJIT having teams.

  1. Referees/Officials

Conference members should know that their payment of Tri-State Conference dues included the fee charged by the Rugby Referee’s Society. This makes things easier for the Referee’s Society since they do not have to invoice each individual college team and deal with the changes that occur as student treasurers come and go. Teams are still responsible for individual referee payments for officiating a game and this no longer includes travel expenses. The RRSNY & NYRRS now charge a flat fee for a game.

Members are reminded to use the RRSNY web site to contact their assigned referee as well as provide feedback using the RRSNY Referee Evaluation Form.

  1. Uniforms and conduct on and off the field

All teams are asked to mandate matching uniforms in an effort to upgrade the image of the sport of rugby. Shorts and socks, just like the jerseys, must match and be of the same color. Coaches should enforce this issue so as to be a part of improving the game.

Please do not use offensive language at any time, be it during the warm-up, as a play call at scrums or lineouts, or direct any such bad language toward other players, teammates, officials or spectators.

Coaches are reminded to act with dignity particularly when on the touchline and set a good example for the players watching the game. Please refer to the Coaching Code of Conduct on the Tri-State Rugby Conference web site.

Uniform – Teams are asked to make every effort to get their team jerseys numbers 1-15 for the starters and for substitutes 16-23.

  1. Budget Review

Conference dues for academic year 2017-18 ($600 – no increase). Current balance and statement furnished by accountant.

  1. Medical requirements mandatory at games

Teams are reminded that mandatory EMT, ATC, or Physician coverage must be at all games. In addition, members are asked to consult with their school administration and have the school provide the Emergency Medical Plan. If there is no medical coverage at a game play should not take place.

  1. Hosting a Tri-State Championship 15s or 7sThe web site has a link to the details for submitting a bid to host a Championship. Please submit these well in advance of the event preferably before the season has started. Every effort will be made to have the venues decided at the AGM but in the event that a decision is not reached then the web site has the bid form.

  1. Spring 2017 Sevens & Hosting a Tournament (15s or 7s)

Members must contact the Rugby Referee’s Society of New York and/or the NYRRS in a timely manner, submitting their Spring 2017 Schedules by February 15th, 2017, to ensure coverage.

Teams intending to host a tournament should first talk with the Referee’s Society, as it is sometimes difficult given the numbers of referees needed for coverage of events to supply sufficient referees. This applies to 7s and 15s tournaments.

  1. Certified coaches for each program

All Tri-State Conference coaches must be certified by USA Rugby – Level II. Opportunities are listed on the USA Rugby web site at http://www.USARugby.org .

  1. All-Conference Team & All-Star Team

Certificates and T-shirts will be awarded to those selected. Maren Millard of Marist College Women’s Rugby continues to head up this selection process. Discussions have taken place about select side play but as of January 2017 nothing firm has been decided.

  1. Sponsorship

Please support RUGBY IMPORTS of Providence, RI – the official sponsor of the conference.

  1. Trophies

Please know that all trophies are rotating i.e. they must be returned to the conference each year so as to be engraved and awarded to the champions at each final.

  1. Any other business

The Meeting was adjourned – Women at 12:30 pm; Men at 2:15 pm.

Men’s Conference Post-Season Play

Tri-State Rugby Conference
Post-season
Fall 2016

The Tri-State Rugby Conference regular season for Division II teams has concluded and post-season pairings determined. The Central Division (NSCRO) teams) still have another week of regular season play so the post-season match-ups for them will have to wait.
The South Division was riddled with issues this Fall. A couple of games had to be cancelled and NJIT inadvertently played an ineligible player thus invalidating their results for post-season competition. So, in the South, William Paterson University is South 1, Seton Hall University moves to South 2, Molloy College is South 3 and Montclair State University is South 4.

NSCRO Men – Central Division – Update

NATIONAL SMALL COLLEGE RUGBY ORGANIZATION
The Home of Small College Rugby in America
www.nscro.org
2016-17 PLAYER ELIGIBILITY POLICY – EFFECTIVE SEPT. 1, 2016
Rev. 0 – Issued August 2016
Revisions to the 2015-16 Policy are highlighted in yellow
Introduction
In keeping with its goal to raise the profile of small college rugby as well as helping its growth and development, the NSCRO has prepared its Player Eligibility Policy to insure fairness in competitive league and playoff matches and to allow flexible participation of student-athletes (also referred to as players), including non-traditional students. NSCRO recognizes the presence of non-traditional students attending small colleges and the need for their inclusion. Traditional students are those who typically graduate high school who then start college and attend for four to five years full-time earning a bachelor’s degree. Non-traditional students include those who start college right after high school and may have to stop attending or who start years after finishing high school. Generally this happens due to military service, meeting family needs, etc. and such students attend college often part-time, may hold a job and also may commute to school daily from home. NSCRO believes that the inclusion of non-traditional full-time students reflects the realities of college life. Therefore, NSCRO provides each student-athlete with five (5) years to compete in collegiate rugby within a seven (7) year eligibility period from the date the student-athlete first enrolled in a university or college.
Responsibility
It is the responsibility of the governing Conference/Union to insure student-athlete compliance of this Policy for matches directly under their control. Compliance verification should be performed in both semesters and before the spring quarter and after the winter quarter, as applicable, of the school year (starting in August or September).
Eligibility at all NSCRO Playoff Matches will be verified for compliance by an appointed Representative and shall be done in accordance with NSCRO’s “Regulations for Playoff Matches”.
Each Conference/Union and member club is deemed to have full knowledge of the content of this Policy.
Each Conference/Union and member club must ensure that it complies with this Policy and must further ensure that it takes appropriate action to inform each and every one of its members of the terms of this Policy and the obligation to comply with the same.
A Conference/Union may not impose any more stringent regulations than identified by this Policy, unless it can demonstrate such changes are in the best interests of their members, who concur with the changes, and such changes will not adversely affect NSCRO’s goals for the growth and development of small college rugby. Documentation must be submitted to NSCRO accordingly for review and approval in a timely manner.

Definitions
Academic Year – An annual period during which a student attends a college or university beginning with the first day of the fall semester or quarter and ending at the conclusion of the summer semester or quarter.
Academic Term – An academic session that is a division of the Academic Year. This includes a quarter (Fall, Winter, Spring, Summer) and a semester (Fall, Spring, Summer).
Qualifying Match – any match in which the result is used to determine official competition standings and/or to determine qualification for the NSCRO playoffs leading to the national championship.
Policy Regulations – Players
In order to participate in any Qualifying Match and the NSCRO Playoffs, the student-athlete must meet all of the following eligibility regulations at the time of the qualifying match:
1. The student-athlete must be a CIPP-registered member of USA Rugby.
2. The student-athlete must be within seven (7) years from the date the student-athlete first enrolled in a university or college. Any college courses that are taken during high school do not start the eligibility clock. Student-athletes may only compete for a college or university for a maximum of five (5) years of rugby based on USA Rugby CIPP enrollment history. Playing rugby one semester or term during an academic year counts as an entire year. Exceptions will be considered as part of this Policy’s appeals process.
3. The student-athlete must be enrolled as an undergraduate student seeking his/her first undergraduate degree or certificate seeking program and meet all requirements set by their school for participation. The student-athlete must be enrolled in a minimum of six (6) credits to maintain NSCRO eligibility.
Exceptions:
a. A student-athlete within his/her final Academic Term who requires less than six (6) credits to graduate can still maintain NSCRO eligibility. A letter from an authorized school official confirming such status with permission to participate on the rugby club must be provided.
b. A student-athlete enrolled in post-graduate studies (graduate school or pursuance of an additional bachelor’s degree) and is within seven (7) years from the date the student-athlete first enrolled in a university or college may maintain eligibility if they have yet to compete in five (5) years of rugby and received his or her baccalaureate degree from an institution in the United States.
c. A student-athlete competing for a university or college during the Fall semester in league matches is eligible through the National Championships of that Academic Year if he/she graduated no earlier than the end of the Fall semester. This is only permitted if a letter from an authorized school official is provided giving permission for this person to participate with their rugby club and that the school accepts liability for this person.
4. The student-athlete must play on the team representing the school in which he/she is enrolled.
Exception:
a. Student-athletes attending a “nearby” college or university that does not have a rugby club may be eligible to participate if both schools provide written documentation providing permission to play rugby for the school with the rugby club.
b. The total enrollment of the “combined” colleges must not exceed the enrollment limit set forth in the applicable NSCRO Team Eligibility Policy. Requests for a waiver to this requirement may be submitted to NSCRO Eligibility Director at eligibility@nscro.org for consideration.
Documentation Required: Each school shall submit a letter signed by the authorized official giving permission (typically it is provided by the Club/Recreation Sports Department) as well the school’s Risk Management office or appropriate administrator. This requirement is to insure that each school has properly reviewed this matter. Letters shall be submitted to the governing Conference/Union who shall submit to NSCRO for review and acceptance on an annual basis.

Policy Regulations – Players (cont’d)
5. A student-athlete must not have played in a Qualifying Match for any other collegiate team or senior club at any level during the current Academic Year. Transfer students may appeal for a waiver.
6. Players who are 25 years of age or older as of September 1 of the start of the competition cycle, who otherwise meet these Regulations, may participate in any Qualifying Match and the NSCRO Playoffs subject to the following:
a. A club may have an unlimited number of such players on their team roster.
b. No more than five (5) such players are permitted on a match roster up to the 23 players allowed by The Laws of the Game.
Student-Athlete Under the Age of 19
Any student-athlete under the age of nineteen (Under 19) should not play in any college rugby match unless they are in compliance with USA Rugby’s “Policy for Under 18s and Under 19s Playing Community (Adult or College) Rugby”.
Amateurism Student-athletes must meet and remain in compliance with all applicable amateur standards as set forth by USA Rugby.
Policy Compliance – Enforcement
Compliance with this Policy at all Qualifying Matches played under the jurisdiction of the Conference/Union shall be enforced by said Conference/Union with the use of the NSCRO “Player Eligibility Verification (PEV) Form” and any other related Conference/Union documents. The Conference/Union must establish a “Game Day Protocol” to insure compliance accordingly. The PEV Form must be completed by the school which the player is attending. If the player is attending a “nearby” school in accordance with Regulation 4 and that school is unable to complete the PEV Form, please contact the NSCRO Eligibility Director at eligibility@nscro.org for direction.
For players who are eligible under any of the Exceptions identified in this Policy, additional documentation (dated letter signed by an authorized school official) from their school is required to verify compliance as follows:
If an undergraduate student is in their final term taking less than 6 credits, compliance with NSCRO Regulation 3, Exception a.
If student has graduated, compliance with NSCRO Regulation 3, Exception c.
If the student is not enrolled in the school for which they are playing for, compliance with the Exceptions to NSCRO Regulation 4. .
For Conference/Union league play, the above verification documentation shall be submitted to the Conference/Union as instructed by them, such as via email with a scan of the original letter.
The original signed PEV Form(s) and letter(s) shall be maintained by the club and be available for review at Conference/Union league and playoffs matches prior to the start of the match as instructed by the Conference/Union. For leagues with playoffs to determine who will qualify for the NSCRO playoffs, the Conference/Union must submit the qualifying club’s PEV Form to NSCRO within a day of qualification along with normal club contact information. Therefore teams are encouraged to complete a PEV prior to their League/Conference playoffs, whether or not it is required.
Policy Compliance – Enforcement (cont’d) For leagues without playoffs, the Conference/Union shall submit the PEV Form for the league leading clubs that can potentially win the league title no less than 2 weeks prior to the NSCRO playoff match. NSCRO shall review and approve the participation of all players shown on the PEV Form in the NSCRO playoffs. The original signed PEV Form(s) shall be presented to the NSCRO Representative during the Eligibility Check-In at all NSCRO playoff matches in accordance with the NSCRO “Regulations for Playoff Matches”. PEV Forms are to be submitted to eligibility@nscro.org.
After the Fall season, once the school’s new semester (or Spring quarter) begins this verification process will need to start over as students may no longer be enrolled or their enrollment status may have changed impacting their eligibility.
Appeals
The aforementioned Policy Compliance process is solely for student-athletes who are in compliance with this Policy included stated Exceptions.
For players who are not in compliance with this Policy that a Club feels there is a basis for their eligibility may submit an appeal to NSCRO. In such cases, the Club Coach or President shall first contact the NSCRO Eligibility Director to determine if the case is appealable. If the case is determined to have merit, NSCRO will advise what specific information and documentation is required to be submitted to NSCRO with a copy sent to the club’s Conference/Union. NSCRO will advise if the appeal is accepted or not and if it is accepted, a Waiver shall be granted allowing the player’s participation in matches governed by this Policy. The Waiver must be presented as part of the governing Conference/Union Game Day Protocol as well as during Check-In at an NSCRO playoff match.
Failure to Comply
NSCRO reserves the right to take disciplinary action, as it deems appropriate, which may include penalties against the student-athlete, his/her club and the governing Conference/Union for any violation of this Policy.

Fall 2016 Season Fast Approaching

The medals in the Rio Olympics for Rugby have now been earned and very soon it’ll be time to turn our attention to the 15-a-side game. The Tri-State Rugby Conference will commence divisional play in September with the first games being on Saturday the 10th.

Out with the old and in with the new!
Members and all those interested in the action can now go to the new Tri-State Rugby Conference web site at http://www.tristaterugby.com – please feel free to link to the site using social media and send in news and recent photographs of your team.

Report Results
Please have a team member report the scores each weekend to the tobrown@vassar.edu as well as tristaterugbyinfo@gmail.com
Feel free to provide scorers names and comments as we make the effort to better inform our collegiate rugby community.

501 (c) (3) Status Obtained
The Conference has now obtained from the Internal Revenue Service (IRS) a determination that it is exempt from federal income tax under Internal Revenue Code (IRC) Section 501(c) (3). This means that donors can deduct contributions they make under section IRC 170. If you know of people or businesses that are willing to sponsor the conference then please make sure they know that there contribution is tax deductible.
TEAMS – Points of Contact
When you need to contact another team just go to the main menu where it shows the word TEAMS then navigate to the team you need to contact. There you will find all the points of contact for that program.

FALL SCHEDULE
The 2016 Fall Schedule is shown in it’s entirety but teams must be sure to confirm each week with their opponents and verify the kick-off time.

B-SIDE (JV) GAMES
Please let each of your opponents know before the season if you are unable to provide a B-side game. During your first week back at school contact each team you play rather than wait until the week of the game. The main thing is to communicate and don’t settle for e-mail as these are not always read immediately. Text or better still talk on the phone.

RUGBY IMPORTS
The web site still has a lot more potential and we will be adding to the design. We hope to have a RUGBY IMPORTS PLAYER OF THE WEEK program in place and details of that will follow as the season gets underway. A big thank you to Mr. Brett Anker who has taken on the job of webmaster – with his work we hope to make the site a dynamic and more informative vehicle.
